Parent, consumer, and privacy groups say YouTube makes billions of dollars by illegally collecting data from kids.
20 advocacy groups filed a complaint asking the FTC to investigate YouTube for violating the Child Online Privacy Protection Act.
It limits how a company can collect data about kids under 13. Under the law, companies have to notify parents and get their consent before collecting data on children.
The complaint says the groups want YouTube to change how it handles content for children and pay a fine for profiting off young viewers.
