SALT LAKE CITY — The firework debate might be hotter than the temperature outside.
Fireworks manufacturers insist cities can’t institute bans on fireworks this close to July 4. Cities and counties say they have the right to restrict where explosives go off. Meanwhile, there’s confusion over what state officials can and can’t do.
